PUBLIC NOTICE on holding 3rd regular session of FERK in 2010
Based on the Article 24, paragraph 1 of Electricity Law (Official Gazette FBiH, No. 41/02, 24/05, 38/05), Article 12 of FERK Statut (Official Gazette FBiH, No. 13/04) and Article 7 of FERK Procedural Rules (Official Gazette FBiH, No. 59/04) FERK will hold its 3rd Regular Session in 2010, on Thursday, March 11th, 2010, starting at 12 am, in FERK Home Office Mostar, Blajburških žrtava 33.
On 3rd Regular Session the following agenda will be considered: 1. Adoption of Minutes from the 2nd Regular Session of FERK held on February, 11th, 2010 and continued on February 12th and February 24th, 2010. 2. Consideration and conclusions upon application for obtaining Intervenor status in 3rd Tariff Proceeding upon application of JP “Elektroprivreda HZ HB” d.d. Mostar for power generation and power distribution and in 4th Tariff Proceeding upon FERK’s initiative for power supply I Tier, including the cost of electricity procurement for the needs of non-eligible (tariff) customers.

2ND REGULAR SESSION OF FERK
On today’s continued 2nd regular session of FERK the following has been considered and adopted:
1. Decision on holding 3rd Tariff Proceeding upon application of JP “Elektroprivreda HZ HB” d.d. Mostar for power generation and upon application of JP “Elektroprivreda HZ HB” d.d. Mostar for power distribution, determining that formal hearing procedure is launched in the 3rd Tariff Proceeding upon specified applications; 2. Decision on plan of activities of holding formal hearings during the 3rd Tariff Proceeding for power generation, 3rd Tariff Proceeding for power distribution as well as 4th tariff proceeding for power supply 1st Tier, including costs of purchased electricity for needs of non-eligible (tariff) customers, according which formal hearings will be held as follows: Power Generation – April 15th and April 16th 2010 Power Distribution – April 22nd and April 23rd 2010 Power Supply 1st Tier, including costs of electricity purchased for needs of non-eligible (Tariff) customers – April 26th and April 27th, 2010 Tariff Rates – April 28th and April 29th, 2010 Scheduled start of all mentioned formal hearings is 9 am. The presence of public is welcomed, but the participation is allowed only to FERK staff, JP “Elektroprivreda HZ HB” d.d. Mostar and interveners. Application for obtaining intervener status shall be submitted not later than March 9th, 2010 at 12 pm on FERK’s address. Also, on this session FERK has adopted Decision on nominating Presiding Officers in 3rd and 4th tariff proceedings.
3. Decision has been made on regulatory fees for 2010 determining amount, manner and schedule of regulatory fees payment that shall be paid by Licensees for power generation, power distribution and supply (1st and 2nd Tier) in Federation BIH.
4. The Final financial statement of FERK for 2009 has been considered and adopted.
5. The public notice on submitted application for issuing Initial License for construction of power generation facility small HPP “Kaljani” on river Prača, municipality of Pale-Prača, estimated installed capacity 1211 kW and annual generation of 4850 MWh, of applicant “ENERGONOVA” d.o.o. Sarajevo.
6. Rulings on measures to be taken after performed monitoring in JP “Elektroprivreda HZ HB” d.d. Mostar and JP Elektroprivreda d.d. – Sarajevo.
7. On this session also 21 ruling upon complaints/requests by customers, for which more details are available on FERK’s web site www.ferk.ba.

PRESS RELEASE FERK HELD REGULAR SESSION
Pursuant FERK’s jurisdiction to issue licenses for performance of power activities and initial construction licences, on the 1st regular session in 2010 FERK has issued Initial Licence for Construction of power facility, wind power plant VE “Moštre 1” of applicant “SUŠA-COMMERCE” d.o.o. Visoko. It is the first wind power plant to be built in Federation BIH, located in settlement of Zimča, municipality of Visoko with estimated annual generation of 1000 MWh. Also, FERK has issued Licence for Power Supply II Tier to applicant RE ENERGIJA d.o.o. Sarajevo, and adopted Draft Initial Licence for the construction of small HPP “Pršljanica 2” of applicant “Vesna-S” d.o.o. Bugojno.
Furthermore, on this session it has been ruled upon dismissal of the complaint/request submitted by Zajednička advokatska kancelarija Edina Jahić & Tanja Hadžagić, as well as number of conclusions upon complaints/requests for dispute resolution. Mostar, 10/01/2010 PUBLIC NOTICE
JP „Elektroprivreda Hrvatske zajednice Herceg Bosne” d.d. Mostar has filed within FERK on 24/12/2009, the Application for starting tariff proceeding for the power activities of generation, distribution and supply. The specified application requires the increase in electricity prices up to 5% for all categories and groups of consumption.
In this moment FERK is in the process of reviewing the submitted documents, and after it is determined that application is complete the public will be duly notified about possibilities to actively participate in the tariff proceeding.

IP/09/1038 Brussels, 25 June 2009 EU adopts new rules strengthening the internal energy market President Barroso and Energy Commissioner Andris Piebalgs have welcomed today's adoption of new rules on the internal energy market by the Council following a positive vote by the European Parliament in April. The new legislation is expected to strengthen the EU's internal energy market, give consumers more protection and the benefit of the lowest possible energy prices while offering companies the chance to compete on a level playing field. In addition the legislative package will promote sustainability by stimulating energy efficiency. Member States now have 18 months to transpose the new rules into national law. Commission President, José Manuel Barroso said, "This is a major step towards a truly integrated European energy market, and the right European Union response to the structural challenges we face. It is good news for business and citizens alike who need competitive prices and security of energy supply. The adoption of the internal market rules shows that Europe can deliver on its promises". "It is now up to the Member States to put these new rules into practice and give a better deal to both consumers and businesses. Consumers will benefit from better protection and the lowest possible prices, while companies will have a chance to gain more business in a competitive market. The new rules will also take us a big step forward towards meeting the challenges of climate change, increased energy import dependence and global competitiveness," said Energy Commissioner Andris Piebalgs. The main objective of the legislative package is to put in place the regulatory framework needed to make market opening fully effective.
